THAT the Minutes of the regular Council meeting of September 27, 2022 be adopted as circulated.

THAT the Municipality of South Bruce Council APPROVES the proposed Zoning By-Law Amendment Z-2022-049 (Brubacher) in accordance with the site-specific By-law.

THAT the Municipality of South Bruce Council receives the report titled "Fire Rescue Activity Report and Health and Safety update", report number FD-01-10-2022, for information.

THAT the Municipality of South Bruce Council receives the report titled "Public Works Activity Report", report number PW-01-10-2022 for information.

THAT the Municipality of South Bruce Council receives the report titled "Activity Report - Water/Wastewater", report number PW-02-10-2022 and attachments for information.

THAT the Municipality of South Bruce Council receives the report titled "Mildmay-Carrick Homecoming New Years' Eve Kick Off Event ", report number REC 01-10-2022, for information.

THAT the Municipality of South Bruce Council has no objections to the use of the Mildmay-Carrick Recreation Complex Arena from December 30th, 2022 - January 2, 2023 for the New Years' Eve Kick off Fundraising Dinner and Dance hosted by the 2023 Mildmay-Carrick Homecoming Entertainment Committee; AND FURTHER THAT the 2023 Mildmay-Carrick Homecoming Committee is responsible for all cost associated with rental fees, ice conversion kits and event implementation; AND FURTHER THAT the 2023 Mildmay-Carrick Homecoming Committee shall provide the Mildmay-Carrick Recreation Complex staff with the necessary volunteers to assist with the installation and removal of the ice conversation kit.

THAT the Municipality of South Bruce Council receives the report titled "Integrity Commissioner Services", report number CAO/Clerk-01-10-2022, for information.

THAT the Municipality of South Bruce Council approves an amendment to the Cost of Living Policy and instructs the CAO to obtain the consumer price index percent from Statistics Canada in October of each year for the period of September to September.

THAT the Municipality of South Bruce Council receives the Accounts listing dated October 11, 2022 in the amount of $218,050.27.

THAT the Municipality of South Bruce Council receives the letter Minister Clark relating to Public Consultation, for information.

THAT the Municipality of South Bruce Council receives the report from Councillor Brent Ireland.

THAT the following By-Laws be Read, a FIRST, SECOND and THIRD TIME and FINALLY PASSED and numbered as follows: 2022-85 Being a By-law to Authorize the Treasurer for the Corporation of the Municipality of South Bruce to Provide for Immediate Payment of a Certified Amount in accordance with the Line Fences Act.

THAT the following By-Laws be Read, a FIRST, SECOND and THIRD TIME and FINALLY PASSED and numbered as follows: 2022-92 Being a By-law to Amend the Municipality of South Bruce Comprehensive Zoning By-Law No. 2011-63, as Amended (Brubacher).

THAT the following By-Laws be Read, a FIRST, SECOND and THIRD TIME and FINALLY PASSED and numbered as follows: 2022-98 Being a By-law to Amend the Municipality of South Bruce Comprehensive Zoning By-Law No. 2011-63, as Amended (Mildmay Medical Clinic) 2022-99 Being a By-law to Amend the Municipality of South Bruce Comprehensive Zoning By-Law No. 2011-63, as Amended (Shawday) 2022-100 Being a By-law to Amend the Municipality of South Bruce Comprehensive Zoning By-Law No. 2011-63, as Amended (Groenewegen) 2022-101 Being a By-law to Amend the Municipality of South Bruce Comprehensive Zoning By-Law No. 2011-63, as Amended (Schothorst Farms) 2022-102 Being a By-law to Authorize the Signing of an Acknowledgement and Direction to register a Transfer Easement for a Sampling Station 2022- 103 Being a By-law to adopt an Electronic Monitoring of Employees Policy 2022-104 Being a By-law to Authorize the signing of a Grant Agreement Between the Municipality of South Bruce and Federation of Canadian Municipalities

THAT the Council of the Municipality of South Bruce proceed into a Closed Meeting at 8:11p.m. to discuss: 14.1 Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; (Adam Street) 14.2 A trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization; A position, plan, procedure, criteria or instruction to be applied to any negotiations

THAT the Council return to “Open Session” at 8:39 p.m.

THAT the Municipality of South Bruce Council instructs staff to bring back the delegation by Mr. Elston; AND FURTHER THAT staff prepare a draft authorizing by-law for an Agreement for Integrity Services with Robert Swayze for Council's consideration.

THAT the following By-Law be Read, a FIRST, SECOND and THIRD TIME and FINALLY PASSED and numbered as follows: 2022-105 Being a By-law to confirm the proceedings of the Council of the Corporation of the Municipality of South Bruce.

THAT we do now adjourn at 8:40 p.m., to meet again November 8, 2022 at 6:00 p.m., or, at the call of the Mayor.
