THAT the Minutes of the Regular Council meeting of March 8, 2022 and the Special Council meeting of March 17, 2022, be adopted as circulated.

THAT the Municipality of South Bruce Council rescinds Resolution M21-707, being the adoption of the Vaccination Policy.

THAT the Municipality of South Bruce Council receives the report titled “South Bruce Nuclear Exploration Team Activity Report” number Project Manager-02-03-2022, for information.

THAT the Municipality of South Bruce Council receives the report titled “Fire Rescue Report”, Report Number FD-01-03-2022 for information.

THAT the Municipality of South Bruce Council receives the report titled “Health and Safety Report”, Report Number HS-01-03-2022 for information.

THAT the Municipality of South Bruce Council receives the report titled “Public Works Activity Report” report number PW-03-03-2022, for information.

THAT the Municipality of South Bruce Council receives report titled "Recreation and Facility Department Update", Report Number REC 01-03-2022, for information.

THAT the Municipality of South Bruce Council approves the 2022 Mildmay Carrick Swimming Pool and the Teeswater Culross Swimming Pool hours of operation as recommended and presented in report number REC-01-03-2022.

THAT the Municipality of South Bruce Council approves the closure of the Mildmay Carrick Recreation Complex Fitness Centre; AND FURTHER THAT Council directs RFM Crouse to reach out to the Wellness Clinic regarding the disposition of the fitness equipment; AND FURTHER THAT Council directs RFM Crouse to investigate alternative uses for the area.

THAT the Municipality of South Bruce Council awards the Mildmay Carrick Recreation Complex chiller replacement project to Black and McDonald in the amount of $99,800.00 + HST.

THAT the Municipality of South Bruce Council approves the ice plant start-ups to begin September 1, 2022 for the Teeswater-Culross Community Centre and October 3, 2022 for the Mildmay-Carrick Recreation Complex.

THAT the Municipality of South Bruce Council instructs RFM Crouse to prepare and submit an application for the Seniors Community Grant Program to provide senior wellness programming for all four seasons.

THAT the Municipality of South Bruce Council approves the changes within the updated Memorandum of Understanding between the Formosa Lions/Lioness District Club and the Municipality of South Bruce; AND FURTHER THAT Council directs RFM Crouse to present the updated Memorandum of Understanding to the Formosa Lions/Lioness District Club for review, approval and signature; AND FURTHER THAT Council instructs RFM Crouse to bring forward a by-law for Council's consideration following the Lions/Lioness review, approval and signature.

THAT the Municipality of South Bruce Council amends the 2022 budget to include the electrical panel upgrade in the Formosa Recreation Centre in the amount of $2,700.00; AND FURTHER THAT the costs be funded from the parks and facilities reserve.

THAT the Municipality of South Bruce Council approves the quote for electrical work for the Formosa Outdoor Multi Use Sports Pad and awards the electrical work to Nolan Brothers Electric in the amount of $16,160.00 + HST.

THAT the Municipality of South Bruce Council receives the report titled “Treasurer Monthly Activity Report”, Report Number FIN 2022-01-03, for information.

THAT the Municipality of South Bruce Council requires that local service clubs and organizations operating municipal facilities require lessees renting the facility for a liquor licensed event to temporarily purchase lessee liability insurance in the amount of not less than $5,000,000 and include the Municipality of South Bruce as an additional insured; AND FURTHER THAT RFM Crouse advise these groups of the change in coverage.

THAT the Municipality of South Bruce Council receives Report titled "Council Meeting Options", Report number DC-01-03-2022 for information.

THAT the Municipality of South Bruce Council declares the following lands identified as a small strip of land approximately 2250 sq ft. from property known as PT LT 17-19 PL 48; PT LT 20, 24-30 PL 48; PT LT 26 CON C CARRICK; PT PARKLT 1 PL 48 and as further identified by sketch located at the municipal office and further defined by a land survey; to be surplus; AND FURTHER THAT the CAO/Clerk provide notice declaring the lands surplus; AND FURTHER THAT the CAO/Clerk prepare the lands for disposition by way of negotiations/private sale with the abutting land owners.

THAT the Municipality of South Bruce Council receives Report titled "COVID 19 Council Update", Report number CAO-07-03-2022 for information.

THAT the Municipality of South Bruce Council approves the Accounts listing dated March 22, 2022 in the amount of $$1,719,866.34.

THAT the minutes of the following committees and/or boards be received as presented to Council:  Community Liaison Committee - February 3, 2022  Recreation Advisory Committee - February 14, 2022

THAT the Municipality of South Bruce Council receives the letter from the Ministry of Northern Development, Mines, Natural Resources and Forestry seeking input regarding the use of floating accommodations on waterways over Ontario's public lands; AND FURTHER THAT Council instructs staff to respond to the Ministry advising that it does not support "camping" or the use of floating accommodations on waterways over Ontario's public lands.

THAT the Municipality of South Bruce Council hereby supports the resolution received from the Township of Woolwich requesting that the Government of Canada ensures appropriate and sustained funding is transferred to provinces for mental health purposes in their 2022 budget and requesting the Government of Ontario to provide stable, reliable and predictable funding for mental health organizations in their 2022 budget; AND FURTHER THAT this resolution be forwarded to the Prime Minister, the Federal Minister of Finance, MP Ben Lobb, the Premier of Ontario, the Ontario Minister of Finance and MPP Lisa Thompson.

THAT the following By-Law be Read, a FIRST, SECOND and THIRD TIME and FINALLY PASSED and numbered as follows: 2022-32 Being a By-law Adopting an Occupational Health and Safety Policy for The Corporation of The Municipality of South Bruce for 2022, and for Rescinding By-Law #2021-24. 2022-33 Being a By-law to Authorize the Mayor and CAO/Clerk to Sign, on behalf of Council, a License Agreement Between Victorian Order of Nurses for Canada – Ontario Branch and the Corporation of the Municipality of South Bruce. 2022-34 Being a By-law to Establish Tax Rates and Levies for the Municipality of South Bruce for the Year 2022. 2022-35 Being a By-law to Appoint members to the Compliance Audit Committee for the 2022 Municipal Election Period. 2022-36 Being a By-law to Repeal By-Law #2020-31 being a By-Law to adopt pandemic policies for the Municipality of South Bruce.

THAT the Council of the Municipality of South Bruce proceed into a Closed Meeting at 8:50 p.m. to discuss: 13.1.Personal matters about an identifiable individual, including municipal or local board employees and Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; (Building)

THAT the Municipality of South Bruce Council return to "Open Session" at 9:30 p.m.

THAT pursuant to Section A5.2 of the Municipality of South Bruce Procedural By-law #2017-98, Council will extend the Meeting beyond 9:30 p.m.

THAT we do now adjourn at 9:31 p.m., to meet again April 12, 2022 at 6:00 p.m., or, at the call of the Mayor.
